Meet The Team

Bill Falik

Mr. Falik is a Partner of Westpark Communities and has practiced land use, real estate, mediation and environmental law in Northern California for over 45 years. He has spent his career managing all aspects of real estate development, acquisition, complex land use planning transactions, mediation and CEQA compliance. Mr. Falik is a recognized expert throughout the State of California in the California Environmental Quality Act (CEQA) and has done extensive consulting in the structuring of complex land development projects.

Graduating from Cornell University and from Harvard Law School, Mr. Falik served as an editor of the Harvard Law Review. He has taught Real Property Law, Environmental Law, Land Use Law, and Real Estate Development at the University of San Francisco School of Law where he served as an Adjunct and Assistant Professor. Mr. Falik currently serves as an Adjunct Professor at the Haas School of Business and is a Visiting Professor at Berkeley School of Law at the University of California where he teaches courses in real estate investment and development.

John Murray

Mr. Murray is a Partner and Chief Financial Officer of Westpark Communities and has over 35 years of real estate development experience and management in the areas of land acquisition, development, planning and marketing. Over the course of Mr. Murray’s career, he has participated and managed the development and sale of well over 30,000 residential units in both Northern and Southern California. For 10 years, Mr. Murray was the General Manager of Del Webb’s Northern California Communities including the award winning Sun City Roseville and Sun City Lincoln Hills communities.

Mr. Murray graduated from San Diego State University with a Bachelor of Science Degree in Accounting and was a certified public accountant with Kenneth Leventhal and Company in Los Angeles, California.

Jeff Jones

Mr. Jones is a Partner and Chief Operating Officer of Westpark Communities and has over 25 years of experience in land acquisition, planning, development and entitlement processing for several Northern California projects, encompassing over 20,000 residential units. Mr. Jones served as a member of the executive management team of Del Webb’s Northern California Communities, managing the acquisition, development and planning of master planned communities including the award winning Sun City Roseville and Sun City Lincoln Hills communities. Mr. Jones has been involved with several projects in Placer County developing and executing comprehensive strategies in land acquisition, development, entitlement and environmental mitigation.

Mr. Jones graduated from the University of California, Davis with a Bachelor of Science Degree in Landscape Architecture and Planning.

John Tallman

Mr. Tallman is a Partner of Westpark Communities and has over 30 years of homebuilding and land development industry experience. Mr. Tallman has headed the operations for land development, acquisition, entitlement, building and new home sales working for Morrison Homes and Signature Homes. Under his leadership at Signature Homes, the Northern California Division expanded into several different counties, where Mr. Tallman managed the acquisition and entitlement of thousands of residential units. He has provided consulting services to home builders and land owners on entitlement efforts and has served as the project manager for Westpark on several large scale projects.

Mr. Tallman graduated from California State University, Sacramento with a Bachelor of Science Degree in Business Administration, Real Estate and Land Use.

Ryan O’Keefe, P.E., LEED AP

Mr. O’Keefe is the Land Development Manager of Westpark Communities and brings over 20 years of professional and civil engineering experience to the Westpark team. Mr. O’Keefe has developed engineering plans and specifications for several single family and multi-family projects, public works projects and commercial developments. His experience has encompassed project design and management, design team direction and construction administration. He has worked extensively with clients, contractors, consultants and public agencies from project inception to completion. Mr. O’Keefe is a LEED (Leadership in Energy and Environmental Design) certified engineering professional.

Mr. O’Keefe graduated from Lakehead University, Thunder Bay, Ontario, with a Bachelor’s Degree in Civil Engineering. He also received his Diploma of Civil and Structural Technology from the British Columbia Institute of Technology in Burnaby, British Columbia.
